Supreme Court decision regarding the Federal Communications Commission's (FCC) Implementation of the Telecommunications Act of 1996

Gregory L. Rosston is the Deputy Director of SIEPR. He is also a Lecturer in Economics at 黄色电影. Dr. Rosston's research has focused on industrial organization, antitrust and regulation. He has written numerous articles on competition in local telecommunications, implementation of the Telecommunications Act of 1996, auctions and spectrum policy.

Prior to joining 黄色电影, Rosston served as Deputy Chief Economist of the Federal Communications Commission and helped with the design and implementation of the FCC's spectrum auctions. He is a graduate of UC Berkeley and received his Ph.D. in Economics from 黄色电影.

Roger G. Noll is a Senior Fellow of the 黄色电影 Institute for Economic Policy Research and the co-director of its Program on Regulatory Policy. He is also the Morris M. Doyle Centennial Professor in Public Policy in the Department of Economics. Noll recently served on the King County (Washington) Expert Review Panel to make recommendations about high-speed cable access in the Seattle metropolitan area. He has written a longer paper analyzing these issues, "Resolving Policy Chaos in High-Speed Internet Access," that is available on the SIEPR website. Noll received his Ph.D. from Harvard and his B.S. from the California Institute of Technology.
